I don't remember such an ability in either LoTM or COI. It cites Chapter 379 of LoTM Book 1, but I went and checked and it's not there at all. The additional settings written on Qidian also mentions no such thing. It only has:
"序列5：惩戒骑士
能力
1）肉身足够结实、体魄足够强健。
2）制定惩戒目标后，体表浮现出晨曦般的光华，增强对惩戒对象的攻击的威力。
3）针对违背惩戒骑士制定的规则的敌人的攻击会受到未知力量的加强，且具备必定命中的性质。"
Which translates (google) to:
"Sequence 5: Punishment Knight
ability

It's not just the Justiciar pathway. I remember a while back, some random additions to a few other pathways as well.
Is there a new source of info that I don't know about and is not being properly cited? Or is someone adding BS?
