Swain is the boss of the black market, Evil Dragon Bar, and also a former captain of Tingen's Mandated Punishers squad. Rumor has it that he was once part of the Royal Navy.

A muscular old man. Reeking with the smell of alcohol, he was blue-eyed, messy brown-haired. His arms were thick and brawny. He had firm muscles and had the bearing of a military officer.

He’s someone who wishes to drink himself to his death.

Swain had the chance of becoming a Seafarer, but was afraid that he would lose control so he chose to give up.[1]
